GLONASS is a Russian system similar that to the American GPS. GLONASS is run by the Russian defense which was put into service in 1982. The system which included 24 satellites came into use between 1993-1995, but due to budget cuts the system quickly was left idle and no future investments have put into this project. Interesting enough the GLONASS system has a much better level of accuracy, especially for locations near the pole, as oppose to GPS. However, GLONASS receivers and trackers are not readily available and you will rarely find outside Russia.
